			<content:encoded><![CDATA[	<p>Since my story about the trials of Kiladi Mutala ran in yesterday&#8217;s paper, I&#8217;ve been deluged with calls from people wanting to help the Mutalas. For those who haven&#8217;t followed the story, Mutala&#8217;s wife, Lenda, died suddenly on Dec. 23, leaving her husband and four kids bereft in more ways than one. She was the family breadwinner &#8212; Kiladi Mutala was pursuing a doctorate in philosophy while she worked. Now the father is working two jobs/60 hours a week to put food on the tabel and pay the bills, but still can&#8217;t make ends meet.</p>

	<p>I&#8217;m telling people that if they want to help they can make checks payable to &#8220;Friends for the Mutala Family.&#8221; The fund was set up by Stephanie Ferrante-Hirsch, a realtor at Keller Williams Realty in New City. She and other friends held a fundraiser for the Mutalas in June and raised $2,500 for them. Checks can me mailed to her attention at Keller Williams Hudson Valley Realty, 18 Laurel Road, New City, NY 10956.</p>

	<p>He addressed dangers that put children at risk every time they go online, including online enticement, children accessing inappropriate Web sites and cyber bullying. His presentation also gave an overview of e-mail, instant messaging, blogs and social networking sites like MySpace and Facebook.</p>

			<content:encoded><![CDATA[	<p>Random graffiti scrawled on the outsides of stores in the Nanuet area has some local residents and businesses upset. Our photographer was in the area this afternoon and took pictures. It&#8217;s mostly in the area around Middletown Road and Prospect.</p>

	<p>Charlene Margiotta, who owns Children&#8217;s Art Design Studio, said there was some graffiti outside her store and on the walls of some building. She plans to have it cleaned but has concerns about the expense. This is the first time she has seen anything like this in the area before.</p>

	<p>So far nobody appears to have reported it to the police. Clarkstown police said they hadn&#8217;t received any complaints about graffiti from that area in the last few days</p>

	<p>&#8220;We&#8217;re used to seeing bad things happen. What will the police do?&#8221; Margiotta said.</p>

			<content:encoded><![CDATA[	<p>New City residents who were waiting for South Mountain Road to reopen yesterday, Aug. 25, will have to wait at least another week, Clarkstown&#8217;s Department of Environmental Control said.</p>

	<p>The road has been closed to thru traffic between Hemlock Trail and Tioga Court. The town planned a culvert replacement project beginning Friday, July 25, but work was delayed because workers unexpectedly came across a gas main, said Rich Westervelt, an engineer with Environmental Control. That caused a couple of week&#8217;s delay in starting the project.</p>

	<p>But workers have apparently been working hard to fix the problem as soon as possible. The street is expected to be open to the public again before the start of school, Westervelt said.</p>

			<content:encoded><![CDATA[	<p>Last week Clarkstown became one of 600 municipalities nationwide to sign the U.S. Mayor&#8217;s Climate Protection Agreeement. The Town Board unanimously approved the agreeement, which commits participating towns to reducing carbon dioxide emmissions to 7 percent below the 1990 levels by 2012.</p>

	<p>Clarkstown has been making some efforts in the past. Last year the town purchased six hybrid vehicles and signed on to an energy conservation plan. Two council members &#226;&#8364;&#8221; Shirley Lasker and Frank Borelli &#226;&#8364;&#8221; formed a committee to study energy conservation issues. The building department is looking into a updating the building code that would require all new residences to be built to Energy Star standards.</p>

	<p>Supervisor Alex Gromack says the town is committed to protecting the environment. We&#8217;ll watch out for other measures the town will take to that end.</p>

			<content:encoded><![CDATA[	<p>It seems that New York state is putting the squeeze on those who can least afford it.&#194;  Last week 41 counties in the state found out that the state Office of Children and Family Services has reduced their state allocation for&#194;  child care subsidies for low income families. That&#8217;s pretty tough because the Child Care Block Grants are the major source of funding for eligible working families who need child care subsidies. <P> The counties that got hit were those who saved money from their budget, perhaps anticipating hard times in the current economic downturn. But the state, seeing that they had some unspent money, reduced their funding to help pay for a $33.3 million market rate increase. <P> According to the New York State Association of Counties, a bipartisan municipal association, Hamilton and Essex counties were the hardest hit, losing almost all their funding. Some lost half and some lost more than a quarter of their annual allocations. <P> Rockland County, which has a shortage of childcare spots, thankfully did not lose any funding, rather gaining a miserly 1 %. I&#8217;m sure Child Care Resourcess of Rockland County is heaving a sigh of relief.</p>
